NEW DELHI: The Federation of Indian Chambers of Commerce and Industry (FICCI) has suggested measures for strengthening the National Rural Employment Guarantee (NREG) programme, including tightening of the delivery system and provisions for transparency and accountability. Expressing concern at the recent reports of corruption in the implementation of the National Food for Work Programme (NFFWP) revealed by a survey in six states, the federation has called for provisions in the draft bill to make the system leak-proof and building accountability and commitment through the involvement of elected representatives from Parliament and State legislatures in the district, state and national level committee and councils. The Group of Ministers (GoM) had last week decided to make the programme universally eligible by removing the below poverty line (BPL) provision and assured payment of statutory minimum wages with state-specific minimum wages being made applicable. Panchayati Raj Institutions will also play an important role in the implementation of the programme. Headed by Defence Minister Pranab Mukherjee the GoM also agreed on unconditional payment of unemployment allowance besides promising to sponsor the scheme centrally with the States' contribution being a mere 10 per cent. The bill has been sent to the Rural Development Ministry to prepare a note to be placed before the Cabinet for approval before it is tabled in Parliament. These recommendations had also been made by the Parliamentary Standing Committee and UPA chairperson Sonia Gandhi at the Congress Parliamentary Party (CPP) meeting last week.
