Who is responsible?

One downpour and one more precious life has been snatched away. As newspapers carry reports of the tragedy everyone is ready to get mileage out of it. Political parties staged dharnas and local leaders made best use of the incident to see themselves on television and papers, as is their wont. Everyone bayed for the blood of the officials concerned for their rcallousness'. But what about the public representatives who got elected on the promise of providing better facilities. Should responsibility not be fixed on corporators and MLAs for their failure to check such incidents?
