New guideline value register from January

"Under preparation, it'll be transparent and plausible to public opinion"

MADURAI: The new guideline value register, under preparation in all districts, will come into effect from January 1, 2006, the Secretary, Commercial Taxes, S. Rajarethinam, has said. The revised guideline value of property would reflect the prevailing market value.

Reviewing the progress of work of the Guideline Valuation Committee of the districts of Madurai, Theni, Dindigul and Sivaganga here on Thursday, he said stamp duty was levied for sale deeds on market value of property and for this purpose guideline value registers were being maintained by the Registration department.

However, it had been brought to the notice of the Government that the guideline value did not reflect the market value and therefore an order was issued for revising the system of fixation of guideline value that would reflect the market value.

"The system shall be transparent and plausible to public opinion," he said.

The Government had appointed the Central Valuation Committee under the chairmanship of Inspector General of Registration and district committees under the chairmanship of respective Collectors.

The Tahsildars will head the taluk committees that would prepare the revised guideline registers taking into consideration public opinion by conducting local enquiries and submit their findings to the district committees, which would finalise the guideline value as per instructions of the central valuation committee.

Computerised

The services of the Registration department had been computerised in 350 sub-registrar's offices and further 150 sub-registrar's offices would also be computerised. Public could make use of the facility for registration of documents, issue of encumbrance certificates and marriage registration.

Madurai Collector D. Raajendiran and Theni Collector Rajesh Lakhoni were present.

Officers of the Registration and Revenue departments participated.
