Scheme to fill up teachers' posts

About 20,000 teachers to benefit from the scheme, says Minister

JAIPUR: The Rajasthan Education Minister, Ghanshyam Tiwari, on Thursday announced a one-time "emergency promotion scheme" for teachers to fill up all vacancies in the Government schools. About 20,000 teachers in various grades are likely to benefit from the scheme, which Mr. Tiwari said was set to make a new record in the State.

The State Government will ensure time-bound implementation of the scheme by promoting all deserving teachers by September 15 next. Besides, about 13,000 new teachers would be appointed through the State Public Service Commission to fill up the vacancies in the third grade created by promotions to the second grade, Mr. Tiwari told reporters here.

Mr. Tiwari held the previous Congress-led Government responsible for creation of massive vacancies in the schools, saying the teachers in large numbers were transferred from villages to cities without a policy and new teachers were not appointed to fill up the vacancies caused by retirements following the reduction in superannuation age from 60 to 58 years during the Congress rule.

The Minister pointed out that the previous Government did not take care to create new posts in the schools upgraded to the secondary and senior secondary levels for full five years. However, the then Education Minister, B.D. Kalla, appointed a surplus number of teachers in his home district, Bikaner, said Mr. Tiwari.

Mr. Tiwari said he would shortly release a "white paper" on the transfer of teachers during the past year-and-a-half - as demanded by the chief spokesperson of the Pradesh Congress Committee, Chandrashekhar Baid - while pointing out that a policy on transfers had been formulated and most of the teachers had been transferred on their own request.

Referring to the `Shiksha Sambal' drive launched across the State recently, Mr. Tiwari said the enrolment of students in schools exceeded the targets, while a good quality of mid-day meals was ensured and land allotted for opening new schools, with 25 districts achieving 100 per cent targets in 11 activities. "The drive went beyond merely a Government programme and generated mass awareness in the rural areas about the need for educating children," he said.

Asked about the recent controversy over the contents of some textbooks on history and sociology, Mr. Tiwari said the State Government had issued guidelines providing that the textbooks would not contain any matter subversive to secular character of the country.
