NEW DELHI: Determined to see that the modern abattoir at Ghazipur in East Delhi comes up within the deadline, the Supreme Court on Thursday directed the Mayor of Delhi, Satbir Singh, to release the files pertaining to the project to the Municipal Corporation of Delhi due to which progress of work has been hampered. Expressing concern on halting of work, the court asked the Mayor to release the files within two days to the MCD Commissioner so that progress of work was not affected. ``The Mayor is directed to release the files after keeping the photocopies of the documents so that the progress of work is not hampered,'' a Bench comprising Justice Ashok Bhan, Justice S B Sinha and Justice A K Mathur said. The MCD Commissioner had complained that the work on the construction of the Slaughter House Complex has come to standstill since August 8 as series of objections were raised to the project execution and all files pertaining to it were with the Mayor, who is heading a committee of councillors to examine various aspects of project implementation. Senior advocate Harish Salve and Sanjeev Sen appearing for MCD Commissioner submitted that as a result of this recent development, the Consultant, Project Management Consultant, Project Executor and entire technical review committee consisting of experts have not been able to proceed further. They said with files lying with the Mayor, the imported plant and machinery arrived at ICD Tighlakabad from Denmark could not be released. The Bench said MCD was at liberty to get the machinery released from the ICD and carry out the project so that it could be completed in time before March 2006. PTI
