ZP quota: State to explain difficulties to court

BANGALORE: In compliance with the directions of the Karnataka High Court on framing guidelines on reservations and rotations for the taluk and zilla panchayat seats, the Government will submit a comprehensive working paper to the court on the issue on August 30.

Deputy Chief Minister M.P. Prakash, who hold the Revenue portfolio, told presspersons after the meeting of a Cabinet subcommittee here on Tuesday that the issue was discussed in detail.

Hurdles

Considering the existing pattern of reservations and rotations for the taluk and zilla panchayat seats and the other aspects, there were several hurdles in framing the guidelines compatible with the High Court directives.

However, the subcommittee would prepare the working paper explaining the practical difficulties involved, he said.

The subcommittee consists of Minister for Law and Parliamentary Affairs H.K. Patil and the Minister for Science and Technology, Small Savings and Lotteries Basavaraj Horatti, besides Mr. Prakash.

It decided to induct other Ministers such as K. Srinivasa Gowda (Agriculture), Y. Nagappa (Social Welfare), Anjana Murthy (Housing), B. Shivaram (Information and Publicity) and N. Cheluvarayaswamy (Health and Family Welfare) to facilitate wider consultation, Mr. Prakash said.

Problems

Explaining the problem involved in framing the guidelines, he said that for instance, 17 per cent of the population in Chitradurga district belonged to Scheduled Tribe and 5 per cent to Schedule Castes, but in rotation the reservation for some other sections get repeated.

In that context, the Government would also seek the Court's guidance in framing the new guidelines, the Deputy Chief Minister added.
