Manjunath sees no need for State law on admissions

Contradicts Patil's statement that State Cabinet cleared draft legislation

BANGALORE: Higher Education Minister D. Manjunath has chosen to contradict Law Minister H.K. Patil's announcement that the draft legislation on seat sharing in professional colleges between the Government and private managements has been cleared by the Cabinet.

Mr. Manjunath told presspersons here on Thursday that the draft was merely circulated among the ministers and it is yet to be cleared. In any case, he said the department has not been consulted on the issue, and since a Central law is due to be passed in the winter session of Parliament, he is not considering the State legislation.

Hasty reaction

Mr. Manjunath said it was unfortunate that Chief Justice of India R.C. Lahoti reacted hastily by saying the Government could "close down the courts".

The Supreme Court has refrained from categorically saying that there should be no quota for the Government in all its earlier orders, and it is natural for Members of Parliament to feel differently on the issue, he said.

First to suggest law

When Union Human Resources Minister Arjun Singh had come to Bangalore for the Education Ministers' Conference a few months ago, Mr. Manjunath said he had suggested a Central law that would address all issues, including fee structure, admissions and seat-sharing, to settle the issue.

"There is no need for a State legislation now that the Centre has decided to take up the matter and bring in a law in the winter session of Parliament," Mr. Manjunath said. He will be attending the Higher Education Ministers' conference in New Delhi on Saturday.

Rally on September 8

Mr. Manjunath said a rally has been planned in Chitradurga on September 8 to organise the Scheduled Tribes community.

The August 28 rally in Tumkur announced by Janata Dal (Secular) national President H.D. Deve Gowda will be a success, he said.
