GULBARGA: Chief Minister N. Dharam Singh has clarified that the State Government has not invited President A.P.J. Abdul Kalam to lay the foundation stone of the new building for the circuit Bench of the Karnataka High Court in Gulbarga. Mr. Singh told presspersons here on Thursday that he had spoken to Law Minister H.K. Patil about the matter. Reports in a section of the press about the President being invited have no basis, he said. There is no change in the plan to lay the foundation stone of the circuit Bench building in Gulbarga on September 10 or 11. The date will be finalised in consultation with Governor T.N. Chaturvedi and High Court Chief Justice N.K. Sodhi, he said. The building will be constructed on the main campus of Gulbarga University. On the demand for the amendment of Article 371 to provide special reservation in jobs and educational opportunities for people from the backward districts, Mr. Singh said that despite some reservations on the Centre's part, the State Government is firm on its demand.
