HYDERABAD: A blueprint of the development model adopted by the State Government will be presented to the Congress Chief Ministers and senior leaders at the AICC plenary session to be held in October. The Chief Minister, Y.S. Rajasekhara Reddy, who thanked the Congress president, Sonia Gandhi, for accepting his invitation to hold the plenary here, is credited with the view that the occasion should be utilised to project the State model for the benefit of the party's rank and file and seek suggestions, according to sources. Dr. Reddy, who made the suggestion for presenting the State model on Sunday, reportedly said at a meeting that the State had shown to the rest of country that governments could achieve progress even while lending a helping hand to sections such as farmers by way of subsidies. Among the initiatives that he wanted to be highlighted in the blueprint top priority has been accorded to the irrigation sector for the execution of 30 major and medium projects to irrigate 70 lakh acres, successful implementation of free power to 95 per cent farmers proving that it was `feasible,' extending loans to self-help groups at a nominal interest of 3 per cent, land distribution, housing programme and the Rs. 1,350-crore World Bank-aided Municipal Urban Services Project. Other programmes conceptualised by Dr. Reddy such as Nagara Baata and `Palle Baata' to interact with people, know their problems and find solutions, will also form part of the blueprint.
