Norms simplified to promote industrial growth

Shot in the arm for `single window clearance' concept piloted by DIC in Tiruchi district

TIRUCHI: : The concept of `single window clearance', piloted by the District Industries Centre (DIC) to spur entrepreneurial growth in Tiruchi district, has received a shot in the arm with several departments and agencies accepting the DIC's request to further simplify the procedures for obtaining licences and permits for starting industrial units.

Simultaneously, the DIC has also accelerated its pace of awareness creation among potential entrepreneurs about various guidelines governing the norms such as building design, pollution control measures, labour laws and power supply, and assist them in getting the required permit and licence from the department or agency concerned.

The DIC has taken upon itself the task of liasing with the Labour Department, the Tamil Nadu Electricity Board, and the Tamil Nadu Pollution Control Board on behalf of entrepreneurs after some stocktaking and brainstorming sessions necessitated by the delay on the part of a group of otherwise enthusiastic entrepreneurs in starting their units.

Officials had found to their chagrin that the applicants (aspiring entrepreneurs) were ignorant of the norms. "They failed to submit relevant records not because of lack of efforts on their part. In fact, they spent their time and energy for obtaining certificates, which were not absolutely necessary at the outset. The norms were specific to industrial categories," said an official. For instance, a few entrepreneurs did not know that there was no need for obtaining any certificate from the Inspectorate of Factories for starting their units, he added.

The DIC will do all the background work for the entrepreneurs, right from identifying the projects and preparing project reports so that bank loans will not be a problem, to the installation of the units. Especially in villages, knowledge of categorisation of agricultural site was a must. Unlike in industrial zones, in such a case, it requires some extra effort on the part of the entrepreneurs for obtaining certificates from the competent authorities. There were also instances wherein the entrepreneurs had hastily established their units, but were unable to go about their production activities owing to non-complaiance with norms. The DIC's initiative is expected to lead to the better implementation of the New Anna Marumalarchi Scheme., which envisages commencement of agro-based industries.

According to Collector K. Nanda Kishore, the DIC would directly forward the applications to the department or agency on behalf of the applicants and secure them licences or no objection certificate within 60 days. "If there is any delay beyond the deadline, the committee formed to monitor the single window clearance will take up the issue", said the Collector.
