Contractors can contest only on completion of works: SEC

Routine activity in municipalities can continue: Commissioner

HYDERABAD: The State Election Commission (SEC) on Tuesday clarified that a contractor involved in public works could contest the municipal elections only on production of a certificate of completion and after receiving back the earnest money deposit.

The clarification was issued by the State Election Commissioner, A.V.S. Reddy, when the Municipal Commissioner of Tadipatri in Anantapur district raised a doubt. Dr. Reddy said only when it was established that there were no contractual obligations between the contract and the municipality could the person be declared eligible to contest.

Recalling objections raised by some political parties over regular ongoing works in some places, while even drinking water and sanitation works in some municipal corporations and municipalities were suspended, he said the SEC had never asked for stoppage of regular works.

"How can people live if they did not get drinking water and drains were not cleared?" he asked.

Dr. Reddy said the SEC had said `no' only for laying of foundation-stones, inaugural functions and announcements of schemes/programmes, all of which were bound to influence voters.

"I do not know why municipal officials in some places are stopping regular works," he said, expressing surprise.

Metpally poll

On Tuesday, the SEC issued a notification for conduct of elections to the Metpally Municipality (Karimnagar district) on October 4. Dr. Reddy said on September 8, ward-wise electoral rolls would be published, with the last date for nominations as September15.

Scrutiny would be on September16 with September 19 as the last date for withdrawals. Polling would be on October4 and counting on October 6.

The elections for the chairperson and vice-chairperson would be held on October 10.
