dated September 14, 1955: Khrushchev explains

The Soviet Communist Party First Secretary, Mr. Nikita Khrushchev, told the visiting West German delegation in Moscow that the Soviet Union "can wait" if the Germans did not want to resume diplomatic, trade and cultural relations. He said: "I take it upon myself to say that if our questioners consider they are not ready now for talks and to bring about an agreement on the resumption of diplomatic, trade and cultural relations, if they wish to wait, I consider we can wait. The wind does not blow in our faces, though I think that the continuation of a situation where diplomatic relations between two big countries are missing is unreasonable. The interests of the Soviet and German people call for a normalisation of relations which would cause mistrust to disappear. All that would be a step towards a reunification of the German State. We know your point of view. But we are interested in the re-establishment of relations, the lessening of tension and that is why it would be useful to establish contacts between the Federal Republic and the German Democratic Republic. It is not for us to suggest to you the ways in which this could be done. If you have the wish, you will find the ways."
