BANGALORE: The Central Bureau of Investigation on Tuesday filed a final report in the case against Abdul Kareem Telgi in the multi-crore fake stamp paper racket. The report related to seizure of fake stamp papers by the Upparpet police five years ago. In the final report, 24 persons, including Telgi and Rehan Baig, brother of former Minister Roshan Baig, stand charged with offences under the Indian Penal Code, the Karnataka Stamp Act and provisions of Prevention of Corruption Act. Nine of accused, who were earlier charged by the STAMPIT, the special investigation team, have not been charged now. The CBI has requested the special court that the nine accused may now be discharged. The court has reserved orders pending acceptance of Tuesday's final report. The final report cites 729 documents in support of charges against Telgi and others accused in the case. The report lists 539 witnesses, their statements and runs into ten volumes. The CBI has requested its Director to approach the Supreme Court for permission to transfer a case against Telgi registered by the Hubli police to a Pune court. The transfer has been sought because the fake currency notes seized by the Hubli police from an accomplice of Telgi were connected to the stamp paper case, according to the CBI.
Anti-climax
However, the charge sheet has come as an anticlimax as it does not contain the names of the police officials against whom the Police Department is conducting a departmental inquiry. The Police Department had initiated departmental inquiry (in this case) against the then Additional Director General of Police B.N. Nagaraj, the Deputy- Inspector General of Police Nissar Ahmed (the then Deputy Commissioner of Police), the Superintendent of Police, G.A. Bawa (who was an Assistant Commissioner of Police then), police inspectors Saudagar, Mariswamy Gowda, Nanjunde Gowda and Wali Basha. These police officers had figured in questioning by Stamp Investigation Team (STAMPIT) when it had investigated the fake stamp paper case before it was handed over by the Supreme Court to the CBI. The name of the former Minister, R. Roshan Baig, also does not figure in the charge sheet. Mr. Roshan Baig had been interrogated by both STAMPIT and the CBI on more than three occasions.
