dated September 16, 1955: Plan for River Boards

The Planning Minister, Mr. G.L.Nanda, moved in the Rajya Sabha on September 15 a motion to refer to a Joint Select Committee the Bill for the establishment of River Boards for the regulation and development of inter-State rivers and river valleys. The JSC is to report back to the House by November 21. Mr. Nanda said it was necessary to make suitable provision for getting the maximum results in respect of conservation, control and optimum utilisation of water resources of inter-State rivers. The Bill puts on the Central Government a kind of obligation that, to the extent it is desirable in public interest, it would assume control for regulation and development of rivers and river valleys. It is proposed to empower the Central Government to set up a River Board in respect of any inter-State river it thought fit. The Board would be constituted in consultation with the State Governments concerned and would include their representatives. The main function of the Board would be to advise the State Governments concerned in regard to regulation or development of the inter-State river or river valley within the area of operation. Before giving any advice, the Board would try to secure agreement among the State Governments.
