Governor to inaugurate work on circuit Bench building on Sunday

GULBARGA: Sunday will be a red letter day for Hyderabad-Karnataka when Governor T.N. Chaturvedi will lay the foundation stone for the building of the circuit Bench on the 52-acre plot purchased from Karnataka Housing Board on the Gulbarga-Afzalpur State Highway.

Ending all speculations on the location of the circuit Bench building, the State Government zeroed in on the land owned by Karnataka Housing Board to construct the building as per the specifications of the Karnataka High Court.

Although the building is intended to house the circuit Bench, it has been designed to house a permanent Bench of the High Court in future. The total cost of the building project has been estimated at Rs. 65.45 crores. While Rs. 36 crores will be spent on constructing the court building, the remaining amount will be used to construct the judges' quarters, the Registrar and the Advocate-General's quarters, staff quarters, a guesthouse, a clinic and a recreation club.

As per plans, the building will have 11 fully air-conditioned court halls along with offices of the Registrar and the Advocate-General, 11 retiring rooms for judges, a library and halls.

Initial proposal

The Government initially planned to locate the circuit Bench on the main campus of Gulbarga University on the Gulbarga-Sedam State highway. But the proposal was given up after teachers and students of the university protested against constructing the court building on the main campus.

The demand to establish a permanent Bench of the Karnataka High Court has been pending for over three decades. Despite the opposition from the Bar associations of Bellary and Koppal to be included under the circuit Bench in Gulbarga, the High Court and the State Government finally decided to locate the second circuit Bench of the high court in Gulbarga.

Deputy Commissioner Anjum Parvez and Superintendent of Police K. Ramachandra Rao on Thursday inspected the spot where the circuit Bench building will be constructed. They also held discussions with Superintendent Engineer of Public Works Department Nataraj and Executive Engineer Nagashetty Akka on arrangements to be made for the foundation stone laying function.

Apart from Mr. Chaturvedi, Chief Minister N. Dharam Singh; Shivaraj Patil, member of the National Human Rights Commission; Deputy Chief Minister M.P. Prakash; Law Minister H.K. Patil; and Water Resources Minister M. Mallikarjun Kharge will participate in the foundation stone laying function. They will land at the temporary helipad at Sharanasirasagi village and will motor down to the venue of the function. Later, the Chief Minister will leave for Jidaga Mutt.
