Aceh peace process begins

SINGAPORE: Activists of the Free Aceh Movement (GAM) on Thursday began handing over their weapons to the international monitoring mission under a peace accord with the Indonesian Government. The ceremonial hand-over of weapons took place at Bandah Aceh, the provincial capital. The Aceh Monitoring Mission (AMM), a band of military-civilian officials from southeast Asian and European nations, reported no disruption of the "disarmament" process. The Indonesian police and military units in Aceh are to be withdrawn in sync with the pace of arms-surrender by GAM rebels, who gave up their demand for a sovereign state under the accord. The surrendered weapons are to be "de-commissioned" or destroyed. Indonesian President Susilo Bambang Yudhoyono called for an "orderly and safe" arms-surrender with "no negative excesses." Mr. Yudhoyono issued guidelines to the law enforcement agencies in Jakarta in a "teleconference" from New York, where he received the support of United States President George W, Bush for the Aceh initiative. The GAM rebels, covered under the arms-surrender scheme, number about 3,500, while another 1,400 militant-prisoners have been set free. In the first phase, the number of weapons to be handed over by guerillas is over 840.
