Children's Rights Bill to be tabled in next Assembly session

    HUBLI: The Karnataka Children's Rights Bill, 2005 will be tabled in the next Assembly session.

    In an informal chat with presspersons here, H.K. Patil, Minister for Law and Parliamentary Affairs, said several organisations have submitted their suggestions and objections to the draft bill, which was published for public opinion on April 30.

    For further discussion, a workshop on the draft bill will be organised in Bangalore, most probably in the second week of October, Mr. Patil said.

    Draft bill

    After a detailed discussion on the issues and based on the views expressed in the workshop, the draft bill will be finalised, the Minister said.

    He said steps are being taken to implement the Karnataka Food Security Programme Bill from October 2.

    The bill is aimed at providing aid to the poor, aged, and physically and mentally challenged people.

    According to a primary survey, there are about 30 to 50 people belonging to this category in each gram panchayat limits. In some places, non-governmental organisations are involved in providing security to these people.

    Employment

    Regarding the Rural Employment Guarantee Bill, he said officials are studying the Central Rural Employment Guarantee Bill. "Davanagere, Chitradurga and Bidar have been included under the rural employment guarantee programme.

    Drought-prone area

    Since Karnataka stands second in the country, next only to Rajasthan, under drought-prone areas, the Government has requested the Centre to include four more districts under the rural employment guarantee programme," he said.

    Replying to a query, Mr. Patil said the process for setting up the State Human Rights Commission has already begun.

    The Commission will be headed by a retired Chief Justice of the High Court.

    The rules are being formulated based on the Human Rights Act, 1993, he said.
