THIRUVANANTHAPURAM: The State Government has decided to apply dies non on Government employees and teachers who participate in the all-India general strike being organised on Thursday. The wage for the day will be deducted from the salary for October in the case of those who participate in the strike. Leave will not be allowed in the normal course to the employees, including gazetted officers. Leave will be allowed only for unavoidable purposes, such as attending to the illness of husband, wife, children or parents, appearing for an examination or on maternity purposes. Medical certificate should be furnished. The officer concerned should take an immediate decision on the leave application and inform the head of the department about it. If the office head is participating in the strike and the office cannot be opened because of it, the employees should report before the district officer. The District Collectors and the Heads of Departments have been asked to ensure the security of employees who are not participating in the strike and make arrangements for them to enter the offices without any obstruction. Crowding before offices should be avoided. The police have been given special instructions in this regard. The department and office heads should keep the keys of offices with them and make arrangements for opening them. The Director-General of Police has been asked to ensure sufficient security for offices during night. The gazetted officers are to attach duty certificates along with their salary bill for October. These certificates need not be countersigned by the Principal Secretary, Secretaries or Heads of Departments. The Government warned that those who indulged in violence or resorted to the destruction of public property would be prosecuted. The services of temporary employees would be terminated for unauthorised absence. On the strike day, the heads of departments should convey the details regarding the number of employees, those present, those absent unauthorisedly and those on leave to the General Administration Department (SS) by 10.30 a.m. over telephone, the numbers being 2327559 and 2518399. The District Collectors too should convey the general information by 10.45 a.m. to these telephone numbers. The Secretaries should furnish the details of the Secretariat employees by 10.30 a.m.
