NEW DELHI: The Central Bureau of Investigation on Thursday carried out raids at the residence and offices of a municipal councillor and 11 other employees of the Municipal Corporation of Delhi in connection with the "temporary safai karmachari recruitment scam". Several documents pertaining to the scam and others allegedly indicating that the accused had amassed huge wealth were claimed to have been recovered during the raids. According to the CBI, the Vigilance Director of the MCD had earlier lodged a complaint with the agency saying that Congress Councillor from Dallupura ward, Parveen Massey, who was also the chairman of the ward committee, had fudged the attendance records of the permanent sweepers to purportedly show that they were on leave and that substitutes were recruited in their place. No substitutes were ever appointed. The allowances and payments legally due to temporary appointees were thus pocketed by the Councillor and 11 others employees, mostly sanitary inspectors, the CBI said. They too allegedly got a share from the misappropriated money. In order to fudge the appointment records, the accused, who had won twice from her ward, used to put forged thumb impressions of the permanent sweepers -- mostly illiterate or semi-literate -- on leave applications and show them to be on leave. Then, forged records of "temporary recruitments" were prepared. The CBI recovered several such leave applications and forged recruitment records during the raids. The investigating agency suspects that fraud on the MCD committed by the councillor, in connivance with other accused all of whom were posted with the CSE Department at Circle-68, Trilokpuri (Shahdara), ran into lakhs of rupees. A case under Sections 120-B (criminal conspiracy), 420 (Cheating), 467 (forgery of valuable security), 468 (forgery for the purpose of cheating) and 471 (using a forged document as genuine) of the Indian Penal Code has been registered.
