Manhandling of youth in police custody

THIRUVANANTHAPURAM: Acting on a complaint filed by the father of a youth who was allegedly kept in illegal custody on a rape charge and manhandled by the City Police, the Lok Ayukta has directed the Director General of Police (DGP) to look into what action could be taken against the police officials concerned.

The complaint filed by Thankayyan, a resident of Aruvikkara, said his son, Praveen Kumar, was taken into custody by the Fort police on August 21 at about 1 p.m. The youth was kept unlawfully at the police station till August 24 and assaulted, it was alleged. The respondents in the complaint are E.K. Sabu, Circle Inspector (CI), Fort Police Station; J. Mohan Das, Sub-Inspector (SI); and Jitha Kumar, a constable attached to the Thampanoor police station.

An inquiry conducted by the Superintendent of Police attached to the Lok Ayukta found that Praveen Kumar and two of his friends had been taken into custody by the SI on August 21 and illegally detained at the police station till August 24.

There was no evidence to show that the arrested youths had raped a girl as alleged by the police, nor had any investigation been conducted into the matter, the report said. When the CI learnt that Thankayyan had petitioned the magistrate's court and the Lok Ayukta, he had altered the sections of the law in the case against them.
