DEHRA DUN: The Congress nominee and former Minister Surendra Singh Negi on Saturday won the Kotdwar Assembly by-election defeating his nearest rival, Anil Baluni of the Bharatiya Janata Party, by 7900 votes. The other candidates, including those fielded by the Uttarakhand Kranti Dal ( Airi), Uttarakhand Kranti Dal ( Democratic) and the Samajwadi Party, lost their security deposits. The victory was celebrated with crackers at the Congress headquarters here. Addressing the jubilant workers, the party general secretary, Dhirendra Pratap, said the victory had come as a major morale booster for the ruling party. "The results show that the people have appreciated the development works initiated by the Narain Dutt Tiwari Government and the BJP, which has embarked upon a `malign Congress' crusade, should instead help in better governance of the State," he said.
