Detail report sought on conditions at KIMH

BANGALORE: The Karnataka High Court on Friday expressed dissatisfaction over a report by the State Government on the steps taken by it to improve facilities at the Karnataka Institute of Mental Health (KIMH) in Dharwad, and directed the authorities to come up with a detailed report.

Justice S.R. Bannurmath passed the order on a petition by the Karnataka State Legal Services Authority (KSLSA) seeking improvement in the condition of prisoners and the mentally challenged housed in prisons across the State.

The court during the last hearing directed the State to file an action taken report on the measures suggested by a committee of experts, which had gone into the working of the hospital and suggested remedial measures.

The court had constituted the committee and directed it to visit the hospital and report back on the conditions prevailing in the hospital.

The committee had said that the hospital was plagued by inadequate staff and lack of equipment. It had also suggested that KIMH be constituted into an autonomous institution.

When the report was placed before the court, Justice Bannurmath said it was vague, as was usual, and wanted the officials to be present to explain it in detail.

The report states that the Government had decided to outsource the appointments of staff, including nurses, social workers, technicians, senior psychiatrist and general duty medical officer. It said action had been taken in this regard.

The court adjourned further hearing on the case to October 5.

Stayed

Justice Mohan Shantanagouder on Friday stayed the issue of process against the former Director-General and Inspector-General of Police, C. Dinakar. A lower court had on March 7 taken cognisance of a complaint against Mr. Dinakar by a former Director-General of Police S. Krishnamurthy and ordered issue of process.

In his complaint on December 18, 2004, Dr. Krishnamurthy said Mr. Dinakar had accused him of having shot a construction worker, Murugan, following a dispute over money.

Dr. Krishnamurthy said Murugan was shot dead by a guard when he (Murugan) and two others attempted to burgle his house.
