SIWAN (BIHAR): Controversial RJD MP Mohammad Shahabuddin, on the run in connection with eight non-bailable arrest warrants, was on Thursday externed from his home district of Siwan for nearly three months in connection with a case against him under the Crime Control Act (CCA). Siwan District Magistrate Santosh Kumar Mal, who had reserved judgment after completion of hearing in the case on September 29, passed the order banning Shahabuddin from entering Siwan till December 20. The DM in his order, however, allowed Shahabuddin to surrender in Siwan during the duration of the ban after taking permission from the administration. This is the second externment order against the MP this year. In mid-February, the then Siwan District Magistrate C K Anil had banned him from the district for six months under CCA. The order was later quashed by Saran Division Commissioner C Lal Sota in May. Patna High Court had on August 18 quashed the arrest warrant by the Siwan District Magistrate against the MP in connection with the proceedings under CCA. It had, however, allowed the District Magistrate to conclude the proceedings initiated by him against Shahabuddin under CCA within a month and pass order. Mr. Mal had on June 22 ordered the arrest of Shahabuddin for his repeated failure to appear in his court to present his views on the CCA imposed by Mr. Anil, his predecessor, following recovery of arms and ammunitions, unaccounted foreign currency and a deer during raids on his ancestral house at Pratappur on April 22. Today's order will not be applicable if Shahabuddin is arrested, subject to the process of law and produced before the court of law in Siwan, Mr. Mal said. The DM instructed that a copy of the order be served to Shahabuddin for compliance and also to the Siwan Police. Terming Shahabuddin as an ``anti-social'', Mr. Mal said records showed that presence of the RJD MP in Siwan during the poll time had triggered violence. Since the State was in for an election, keeping him away from the district would be wise. Asking the Siwan strongman to show ``good behaviour'' during the externment period, Mr. Mal directed him to notify his movement to Siwan Superintendent of Police ``in case good sense prevails on him and he decided to surrender before the court of law.'' However, he prohibited the MP from taking more than five persons during the surrender. -- PTI
