DDA officials to have say in their own promotions?

NEW DELHI: In a strange case of allowing self-evaluation in promotional matters, the Delhi Development Authority authorities will be meeting on Wednesday seeking to pass a resolution whereby three officials who are part of a six-member sub-committee set up by the Authority to examine the cadre review proposal of planning and allied category would be allowed to have a say in their own promotions.

The cadre review had been necessitated as there existed anomalies in the manner in which officials of some departments were getting promoted every five years while those of others were stagnating for over a decade. In a resolution passed in the previous meeting, the Chief Secretary had pointed out that there were anomalies in the educational qualifications of the post of assistant director (planning) which laid down post-graduate qualification for the direct recruits and diploma qualification for those being considered for promotions.

A Member of DDA, Virender Kasana, had pointed out that there were anomalies in different cadres with reference to the total cadre strength and the number of posts at senior levels and this aspect needed to be considered.

Sub-committee

On the suggestion of the Vice-Chairman, it was agreed that the cadre review proposals may be further examined by a committee which should include the chief of town and country planning and a senior official of the Delhi Govt.

However, sources said while not constituting a committee which would have looked into cadre review in a holistic manner, only a sub-committee was constituted in haste and it had at least three officials as members who would directly benefit from its recommendations. The panel comprises Member, Prabhash Singh, Commissioner (Personnel), Sunil Sharma, and Chief Planner, Town and Country Planning, K.T. Gurumukhi. Other members are Director (Landscape), Savita Bhandar, Chief Architect, V.D. Dewan, and Commissioner (Planning), A.K. Jain.
