dated October 22, 1955: Influx from East Pakistan

The Eastern States Rehabilitation Ministers, meeting at Darjeeling for the past two days, have expressed grave concern at the rising tempo of migration from East Pakistan and urged the Government of India to take up the matter with the Pakistan Government at the highest level with a view to adopting steps which "would be helpful in restoring confidence among the minorities in East Pakistan and checking the pace of migration." In his presidential address to the session on October 21, the Union Rehabilitation Minister, Mr. Mehr Chand Khanna, said the continuous migration of members of the minority community from East Pakistan had been causing deep concern to India. He appealed to the Pakistan Government to help in creating conditions which would discourage members of the minority community from leaving their ancestral homes and to see that commitments and assurances given by them were fully implemented. Replying to a query from the Bihar representative, Mr. Khanna said suggestions had been made that the West Bengal Chief Minister, Dr. B.C. Roy, should go to East Pakistan. He felt that his visit might help in restoring confidence among the Hindus in East Pakistan. He was sure the Chief Minister would be the first man to undertake such a tour, and, if it was found necessary, he (Mr. Khanna) would accompany Dr. Roy on such a tour.
