`Building plan' I refer to the letter, `Building plan', which appeared in these columns on October 5. It has been stated that if the municipality rejects the building plan, the owner of the house approaches the appellate authority, which levies a fine, and the violation is condoned. Further, the letter says that the most abused clauses in the Tamil Nadu District Municipalities Act, 1920 are sections 216 and 317 under which violators escape with a fine of Rs. 500 and Rs. 250 respectively. In this connection, I would like to say that the author of the letter has passed sweeping remarks in general without any basis. The appellate authorities do not condone all building plans with violations and only such building plans with minor deviations that are within the permissible limits as per the rules and regulations alone are condoned. The municipalities are vested with ample powers to enforce licensing provisions, orders, etc., vide section 338 and 339 of the Tamil Nadu District Municipalities Act, 1920 and the municipalities launch prosecutions against offenders, wherever necessary. Monkey menace It is purported to highlight the unending hardships and sufferings of the public of Kalakad, a small town in Tirunelveli district with a population of about 35,000. The monkeys living in hundreds for a few decades now are the main source of worry and nuisance. As there is no force to help out, the people are mutely living with the menace. The people's representation to the district administration and the Department of Forestry has not yielded results. The monkeys cause damage to property and person. As the forest adjoining Kalakad is a wild life sanctuary, it is the responsibility of the forest officials to protect the people from the monkeys, which enjoy protection under the Wildlife Act. Of course, the authorities of the local body also have an undeniable duty to see that tax-payers' problems are well attended to S. Iyemperumal, Kalakad. `Operation eviction' Some two months ago, Ramanathapuram Municipality carried out an "operation eviction" here and there in a haphazard manner. Certain temples alone have been razed to the ground. Most of the encroachments on roads, streets and drainage channels and temples, which posed a hindrance to the traffic, remain uncleared. Now the whole operation became a farce since the encroachers put up their sheds and shades again soon after the officials moved away. This is due to the utter negligence of the municipality in taking follow-up action to evict the remaining encroachments. It is earnestly hoped the authorities will take adequate and quick measures to evict all the encroachments. G. Nagasamy, Ramanathapuram.
