dated October 27, 1955: S. Vietnam to be Republic

The South Vietnam Prime Minister, Mr. Ngo Dinh Diem, proclaimed on October 26 his country to be a Republic. The proclamation follows last Sunday's nation-wide referendum in which a large majority of the voters chose Mr. Diem to replace ex-Emperor Bao Dai as Head of State. Mr. Diem read the proclamation to an enthusiastic crowd of over 30,000 people who came to acclaim the new Head of State in the gardens of Independence Palace, the former residence of the French Governor-General in Indo-China. Mr. Diem said, "I solemnly proclaim the State of Vietnam a Republic in accordance with the will as expressed in the October 23 votes."
