TIRUNELVELI: The district has received Rs.5.76 crores from the Directorate of Rural Development, Chennai, under the `Namadhu Gramam' scheme during the current fiscal for implementing development works in 425 village panchayats and 36 special panchayats in the district. With the objective of providing social security, protected drinking water, clean environment, quality education and healthcare to every villager, `Namadhu Gramam' scheme was launched by the Chief Minister, Jayalalithaa, as part of the celebrations of Independence Day in 2004. Since this scheme ensures the release of Rs.1.25 lakhs by the State Government for the implementation of development works under these heads, the village panchayats decide at the gram sabha meetings the nature of works to be taken up under the `Namadhu Gramam' programme. During the financial year 2004 - 2005, as many as 1,328 works, worth Rs. 4.67 crores, were completed in the district with the assistance of the Tamil Nadu Government. While 412 cement roads were laid on an outlay of Rs. 3.26 crores, 668 streetlights, worth Rs. 32.40 lakhs, were provided in rural areas. Moreover, 248 other works were implemented at a cost of Rs. 1.08 crores. Based on the implementation of the schemes and quality, the village panchayats have been classified into three categories for further funding. "Only nine of the 425 village panchayats have attained `A' grade (85 `B' grade and 325 `C' grade) as the quality of works and the time consumed for completing the schemes by almost all civic bodies are not up to the standards. While `A' grade panchayats received another Rs. 3 lakh from the Government, B and C grade panchayats got Rs. 1 lakh and Rs. 20,000 respectively," a top official here said. In a bid to motivate the presidents of panchayats and special panchayats to improve their performance and subsequently attain `A' grade, a workshop was held at Courtallam recently, in which block development officers, the trainers of `Namadhu Gramam' scheme and the executive officers of special panchayats also participated. Moreover, the meeting of district standing committee on the `Namadhu Gramam' scheme was held with the Collector, Atul Anand, in the chair, which stressed the need for improving the quality of development works being implemented in the local bodies. Mr. Atul Anand emphasised that the financial assistance of Rs. 5.76 crores from the State Government be used meticulously to attain `A' grade at the end of this fiscal.
