This Day That Age
The Big Four Foreign Ministers, meeting in Geneva on November 12, were deadlocked on every issue before them - German unification and European security, disarmament and improving East-West contacts. The famed "Geneva spirit" appeared almost dead after the Ministers failed to reach agreement on disarmament or even on the lines for future negotiation in the UN Disarmament Sub-committee. With only three more days before the conference ends, there seemed little hope of any agreement coming out of this conference. The Western Ministers may suggest a new meeting next spring or summer to make a further attempt to arrive at an agreement on German reunification. Mr. Harold Macmillan, the British Foreign Secretary, stated that "broadly speaking we are agreed as regards our objectives though not agreed as to the best means by which they can be achieved." The disarmament talks foundered on the issue when and how international controls should be imposed to ensure that commitments are kept.
