Draft guidelines for commercial use of farmhouses

    NEW DELHI: The Municipal Corporation of Delhi (MCD) on Thursday filed draft guidelines on commercial use of farmhouses here "till the Delhi Development Authority (DDA) concludes the process of locating suitable alternative places to organise social functions.''

    Taking note of the guidelines, a Division Bench comprising Justice Vijender Jain and Justice Rekha Sharma directed the local body to file the guidelines in an affidavit.

    The Delhi High Court on November 7 had directed the civic body to frame guidelines for regulating commercial use of farmhouses keeping in view the concerns of the residents around them.

    The Bench had directed the local body to frame the guidelines ensuring no parking on the roads adjacent to the farmhouses and proper sanitation.

    The draft guidelines say that DDA is in the process of locating suitable places for auction to private entrepreneurs to develop facilities for social functions.

    Since the completion of the arrangements is likely to take some more time, the Lieutenant-Governor of Delhi has temporarily permitted the use of certain categories of farm houses for holding social functions subject to fulfilment of certain guidelines, the draft guidelines say.

    Among other things, the guidelines suggest that social functions may be allowed to be organised at those farmhouses which have been constructed as per the sanctioned building plan having sufficient parking space inside (minimum of one acre of parking space in a farmhouse of 2.5 acres) and proper approach roads.

    The guidelines further say that farmhouses shall take special precautions to the keep the noise pollution within the permissible limits; will permit no loudspeakers and music bands beyond 10 p.m.
