This refers to the news report, `A lifetime opportunity for India and Pakistan, says Musharraf' (Nov. 20). Gen. Musharraf's suggestion that the resolution of the Kashmir issue could be New Delhi's "donation to Kashmir" appears to be a case of old wine in a new bottle. Without addressing basic issues such as cross-border terrorism and violence how can a permanent solution be found? However, Gen. Musharraf's de facto recognition of the "Government of Jammu and Kashmir" is a welcome move.
Why is Gen. Musharraf shifting the responsibility of resolving the issue to India? Why can he not do it himself?
