Court allows 7 students to appear for exam

They were admitted to "lapsed seats" in recognised teacher training institutes

CHENNAI: The Madras High Court has allowed seven students, admitted to "lapsed seats" in two recognised teacher training institutes, to write their first year examinations beginning on Wednesday.

The First Bench comprising Chief Justice A.P. Shah and Justice F.M. Ibrahim Kalifulla granted the interim relief on writ appeals preferred by B.T.K. Teacher Training Institute in Pudukottai district and S.K. Teacher Training Institute in Tiruchi district. Posting the matter to December 9, the Bench asked the Government to file a detailed counter.

The petitioner submitted that the institute, recognised by the southern regional committee of the National Council for Teacher Education (NCTE) in 2004, was allowed to admit 50 students annually. During that academic year, while all the 25 students under the management quota were admitted, only 19 students were allotted to the institute at the end of two rounds of counselling. After writing to the authorities concerned, the management admitted six more students under the "lapsed seats" category.

A writ petition seeking direction from the court to permit the students to write their examination was dismissed by the Madurai Bench of the court.

Moving the present appeal, P. Chandrasekaran, counsel for the petitioner-institution, submitted that more than 1,000 similarly placed students in about 100 other institutes had been permitted to write the examination.

"The authorities cannot single out the students of the petitioner-institute alone, and deny them the benefit of writing their first year examinations. It will greatly undermine their career."
