JAIPUR: The Rajasthan Government will shortly start the exercise for finalisation of the list of families living below the poverty line (BPL) in the rural areas of the State following a directive issued by the Centre. The Supreme Court had earlier stayed publication of final BPL lists in all the States. The State Government has already completed the survey -- named the BPL census-2002 -- of nearly 88.66-lakh families in villages taking into consideration 13 social and economic indicators. A grading from zero to 52 points was given to the BPL families as part of the census. The Minister for Rural Development and Panchayati Raj, Kalulal Gujjar, said here on Tuesday that a total of 17,36,200 families in the State would be selected as the BPL families as per the directive of the Central Government. The provisional survey lists will be displayed in all village panchayat offices across the State by December 15. Mr. Gujjar said the BPL families left out in the previous survey would be included in the final lists. The members of these families will be required to submit their objections in the gram sabhas. Similarly, the families wrongly included in the BPL lists earlier would be removed in the finalisation exercise, said Mr. Gujjar. The Minister pointed out that a two-tier appeal system had been laid down in connection with the selection of BPL families. The first appeal can be filed between February 16 and March 15, 2006 before the Sub-Divisional Officer and Tehsildar, while the second appeal against their decision can be filed within a month before the District Collector concerned. The final BPL lists will be published after the disposal of these appeals. The objections to provisional lists can be submitted in ward sabha meetings till December 31, 2005, while the lists will be approved in the gram sabha meetings to be held before January 31, 2006, after which they will be displayed at village panchayats till February 15, 2006.
Meeting of Rajasthan urban local bodies
A one-day meeting of all urban local bodies of Rajasthan has been convened at the Indira Gandhi Panchayati Raj Sansthan here on November 30 to discuss, among other issues, the action plan to implement the recommendations of the Twelfth Finance Commission. The Minister of State for Local Self Government, Pratap Singh Singhvi, will preside over the meeting. The representatives of local bodies will be apprised of the proposed universal health insurance scheme for urban poor families on the occasion. An official release stated here on Tuesday that the measures for augmenting the income of urban bodies, along with the collection of house tax, would be discussed during the meeting. Other subjects to be taken will include the solid waste management, and e-governance.
