Lucknow: The Uttar Pradesh Assembly on Thursday approved an amendment to the Local Bodies Act, thus entrusting the District Magistrates with the role of an administrator of local bodies in the State, whose term is set to expire after November 29. The House witnessed noisy scenes as the Opposition protested against the government's move, claiming that it was against constitutional norms. BJP and BSP members staged a noisy walkout from the House following rejection of their demand to send the Bill to the select committee. Leader of Opposition Lalji Tandon maintained that the move of the State Government was anti-democratic and if required at all, the government should have appointed the present chairpersons of the Nagar Palikas, Town Area Committees and Mayors as administrator in local bodies concerned. BSP legislature party leader Swami Prasad Maurya said that the government had to postpone the local bodies poll, fearing defeat akin to what the ruling SP suffered in the recently held Zila Panchayat polls. He also claimed that non-holding of the local bodies elections could attract use of Article 356 of the Constitution against the government-- UNI
