NEW DELHI: The Rajya Sabha on Wednesday passed by voice vote a Bill to convert the Manipur University into a Central University. Termed as the Manipur University (No. 2) Bill, 2005, it calls for establishing and incorporating a teaching and affiliating university and to provide for connected matters. Responding to members' demands, Minister for Human Resource Development Arjun Singh, who moved the Bill, said similar institutions would be come up in Arunachal Pradesh, Tripura and Sikkim. ``The Centre is aware of the necessity to establishing universities in these States,'' he said adding that a proposal in this regard was before the Planning Commission.
IIM at Shillong
Mr. Singh said the Centre would set up an Indian Institute of Management (IIM) in Shillong and the foundation stone would be laid next month. The Government had laid a lot of emphasis on education in its Common Minimum Programme. Several initiatives had been taken under the Sarva Shiksha Abhiyan (SSA) for doing away with the shortcomings in the area of education in the North-East. Recalling Prime Minister Manmohan Singh's recent visit to Manipur, he said that the takeover of the Manipur University by the Centre was part of the assurance given by him to the people there. The university would provide instructional and research facilities. It would make provisions for integrated courses in humanities, natural and physical sciences, social sciences, forestry and allied disciplines in educational programmes. The varsity would take measures for promoting innovations in teaching-learning process, inter-disciplinary studies and research and educate and train manpower for the development of the State. The university would pay special attention to improvement of the social and economic conditions and welfare of the people of the State, their intellectual, academic and cultural development. The President shall be the Visitor of the University and the Manipur Governor the Chief Rector.
