THIRUVANANTHAPURAM: The Cabinet, on Saturday, approved the draft Annual Plan for the coming year with a total outlay of Rs. 6,210 crores. The Plan size is 15.6 per cent above the current year's Rs. 5,369.81 crores. The highest outlay is for social services. As much as Rs. 1400 crores is earmarked for local self-governments. Allocations have gone up for all sectors, except industry and minerals, general economic services, tourism and general services. The highest increase in funds is for social services and transport and communications. There is a substantial drop in allocation for industries and minerals. The outlays are subject to approval by the Planning Commission. Chief Minister Oommen Chandy will be holding a discussion with the commission for finalisation of the Plan on December 13. The Cabinet, which met specially to approve the Plan, marginally increased the outlays for certain sectors from those recommended by the Planning Board and tentatively decided at a meeting, chaired by the Chief Minister, on November 28. Accordingly, the Plan size went up by Rs. 60 cores from the Rs. 6,150 crores proposed earlier. The hikes were for agriculture and allied sectors; irrigation and flood control; industry and minerals, transport and communication; science, technology and environment; tourism and social services.
