MANGALORE: The United Progressive Alliance headed by Prime Minister Manmohan Singh is certain to take economic empowerment in the rural areas. The Government will use micro finance to direct the administrative reforms, Chairman of the National Administrative Reforms Commission Veerappa Moily said on Monday. Speaking to presspersons, Mr. Moily said he is planning to focus on economic empowerment and administrative reforms in his second report, which is to be submitted to the Government in August 2006. Policies in administration should be strengthened to support such a system and this is at the top of the commission's agenda, he said. He said that he will be submitting the first report of his commission to the Government in March 2006 . The second component is the National Employment Guarantee Scheme, which will be implemented in 200 districts of which five are in Karnataka. Eventually all 600 districts in the country will be brought under this scheme. He said the meeting of the National Administrative Committee and that of the Knowledge Committee headed by Sam Pitroda Thursday in Delhi will discuss capacity building in rural areas.
