Renewed effort to clear Hyderabad Central

    HYDERABAD: There appears to be a renewed effort to clear Hyderabad Central mall at Punjagutta despite alleged deviations from submitted plans. And contrary to claims made by the property owner, the building has come for final clearance before the Municipal Corporation of Hyderabad.

    The builder, Sweety Builders, has approached MCH seeking final approval armed with a Government Order issued by the Home Ministry (GO MS No.239 issued on November 9) and the No Objection certificate from the Fire Services giving conditional clearance.

    Startling `memo'

    Based on this, the Municipal Administration and Urban Development too had issued a startling `memo' last month directing the MCH Commissioner to grant necessary building permission and even occupancy certificate to the multi-storied building with multiplex theatre, but with a caveat that necessary structural changes have to be made. The builder has reportedly removed the generator shed to increase space to facilitate smooth movement of vehicles, demolished office room on the top floor, agreed to construct another staircase on the main road to make the fifth illegally constructed theatre functional etc.

    But, when his revised plan came for clearance before the MCH multi-storied building committee, it opened a fresh can of worms, more so because the panel only considers building proposals and not a completed one!

    The panel pointed out that the builder had already made use of necessary relaxations in respect of open spaces as per existing rules of road widening (GOMS.No.483), yet built up to a height of 31.38 metres gaining an extra 934.15 sq.mts in Floor Space Index (FSI). Provisional clearance was for only 25.15 metre height, official sources said.

    While permission was given for four theatres, five theatres were built and total seats were 100 more than the claimed figure of 1,322 seats.

    MCH is also said to be considering to seek explanation from the architect concerned for not furnishing proper FSI details and for not showing where the new staircase was proposed to be built.

    If MCH, currently on a road widening-cum-demolition drive, approves the complex, it could set a precedent.
