HYDERBAD : The Hyderabad Urban Development Authority (HUDA) announced the final alignment for the second phase of Outer Ring Road around the twin cities with some changes on Thursday. The changes in the original alignment extended the length of 159 km ORR to 162 km. Disclosing this to media persons, HUDA Chairman D. Sudheer Reddy said that the original notification was issued for the second phase land acquisition in April this year.
578 objections
Following 578 objections and suggestions received from the public, a committee of six IAS officers was constituted on November 2 to examine and sort out all the alignment issues. The committee examined the petitions, physically surveyed the areas and decided to change the alignment passing through thick habitations, structures and valuable properties and submitted its report to the HUDA board and the same was discussed threadbare before forwarding it to the Government. The Government approved the final alignment and a notification for some areas was issued on Thursday. A list of new villages through which the alignment would pass was also released.
Big structures spared
Mr. Sudheer Reddy said that 60 to 65 per cent of original alignment was changed to spare big structures, properties, water bodies and forest areas and 94 per cent of genuine objections were taken into consideration while fixing the final alignment "We are satisfied that a majority of petitioners did not lose their properties, houses, industries and poultry farms." ORR Project Director Piyush Kumar made a presentation on the world-class features of the ring road like clover leaf concept, underpasses and over passes to ensure free flow of traffic with access control. The average distance between the inner and outer ring roads would be between 10 km and 15 km, he said.
Financial aid
Mr. Sudheer Reddy said that the foundation for the Rs.3,200-crore ORR would be laid by the Chief Minister or Prime Minister in March and work would commence immediately.
First phase cost
The 22-km first phase of ORR from Gachibowli to Shamshabad would cost Rs.480 crores and it would be commenced in March. For the 140-km second phase, global tenders would be called for and the project would be completed by December 2008.
Compensation
The Infrastructure Corporation of Andhra Pradesh was looking into the financial tie-up with foreign countries. Referring to the objections likely to be raised for the final alignment, he said it had been decided to suitably compensate small and marginal farmers who would lose their entire land under the Rehabilitation and Resettlement Scheme. HUDA Vice-Chairman Jayesh Ranjan and others were present.
