Small paper units moot alternative to TSDF

KOCHI: Small paper mills in Kerala have suggested that they be exempted from joining the common Treatment, Storage, Disposal Facility (TSDF), proposed to be set up in Kochi, in lieu of the consideration that these small units use used paper as raw material and applies no hazardous chemicals in their production processes.

Instead of joining the TSDF facility, the small paper units suggested that they would strictly install sufficient backwater storage facility and fibre filtration equipment so that mill water is 100 per cent recycled. The suggestions have been made in a representation sent to Kerala State Pollution Control Board (PCB) recently by the Kerala State Small Industries Association (KSSIA).

Filtered backwater would be neutralised for general purpose application, said the representation from KSSIA which also said that residues and solid waste from filtration could be mixed with coconut pith and dried to make bricks to be used as boiler fuel along with firewood.

The representation claimed that the small paper units did not discharge hazardous wastes but had been forced to join the common facility. A more cost-effective method had been suggested in view of this.

As the small paper mills in the State use used paper they did not stretch natural resources that are generally used as raw materials in the paper industry, said KSSIA representation. Used paper is mechanically disintegrated in water without the aid of any chemicals and no hazardous chemicals are used in the process, it said.
