dated December 22, 1955: Zonal units for India

Prime Minister Nehru, speaking in the Lok Sabha on December 21 on the States Reorganisation Commission's report, said that whatever be the decision Parliament might take on the report, he would suggest the division of India into zones, north, south, east and west with the Centre included and each zone having a zonal council to function as an advisory body to tackle the economic problem as well as the multitude of border and other problems that might arise. These zones might have a common Governor or High Court but above all they must work for a common economy. "I want to develop the habit of cooperative working. These bodies could have enlarged functions later on." In a brilliant speech lasting for well over an hour, during which he was cheered frequently, Mr. Nehru said he was not speaking as Prime Minister but was only expressing his personal views on the recommendations. The final decision rested with the people and Parliament.
