Yet another exposé of a few MPs allegedly involved in corruption regarding the Members of Parliament Local Area Development Scheme (MPLADS) reveals the sorry state of our democratic system. It is time our political parties consider a complete reform of the system.

Given the rate at which sting operations are being conducted by private TV channels, soon there may not be many MPs left in Parliament. The electronic media have the full support of the voters as they are practically exercising the right to "recall" corrupt MPs, a suggestion made by Lok Sabha Speaker Somnath Chatterjee.

The time has come to think of scrapping the MPLADS altogether and close the issue of its misuse once and for all. Mere condemnation will not do.

The MPLADS has attracted criticism since its inception. No significant benefits have accrued from the scheme, under which an MP is granted a whopping Rs.2 crore. The danger of the huge amount of money being misused was always there.

In view of the fact that scam after scam is coming to light, the question is: Is there any activity at all that can claim to be free of corruption, the second biggest menace to India after terrorism?

Parliament should evolve a proper code of conduct for its members. And, if there is already one in existence, it should ensure the Code is enforced strictly so that such deplorable actions are nipped in the bud.
