The essence of a good administration is anticipation of all impending problems and preventive action. Sunday's stampede at a relief centre in Chennai that claimed 42 lives is totally unacceptable.

You have rightly termed the stampede "A wholly avoidable calamity" (Dec. 20). It was shocking that so many innocent lives were lost because of administrative failure.

In spite of a similar incident in November, the authorities in charge of the relief operations did not take adequate precautions but were prompt to blame the Opposition for spreading rumours about the timing of the distribution of relief. This is unbelievable.
