The report that an influential U.S. non-proliferation think tank under the auspices of the Institute for Science and International Security has come up with an impractical plan on how the separation of India's civilian and nuclear facilities should be effected ("U.S non-proliferation group ups the ante with draft separation plan," Dec. 21), raises fears that the proposed Indo-U.S. nuclear cooperation might just be an American ploy to cap India's nuclear programme. As Dr. A.N. Prasad, a former director of the Bhabha Atomic Research Centre, cautions, before signing on the dotted line India must ensure that it does not take measures it will find difficult to reverse if the U.S. fails to deliver on its promise.
