HYDERABAD: The Government rule, which prevented a person testing HIV positive from entering the police service was struck down by a Division Bench of the Andhra Pradesh High Court on Thursday. A Division Bench comprising Justice Chalameshwar and Justice Ramesh Ranganathan was allowing the writ petition filed by an aggrieved person. This person filed an original application in the Andhra Pradesh Administrative Tribunal (APAT) challenging the order 70 sub-clause 3 of Andhra Pradesh Revised Police Manual. This rule prohibited entry of a HIV positive person into the police service. The APAT upheld the Government order. The Bench said that the rule was inhuman and without justification of whatsoever. The Bench directed the authorities to offer job to the writ petitioner within three months if he was otherwise physically fit.
Security in trial courts
A Division Bench of the High Court on Thursday directed the Principal Secretary, Home, Government of Andhra Pradesh to be present in court on Friday to explain the issue regarding adequate security at various trial courts in the State.
The Bench comprising Chief Justice G. S. Singhvi and Justice R. Subhash Reddy was dealing with a petition filed by N.V.S.J. Rama Rao, an advocate of Hyderabad. The petitioner complained that there was inadequate security at the court complex in Nampally. He pointed out instances where armed people attacked and killed witnesses or accused.
Vacant teacher posts
A Division Bench directed Secretary of Education P. Krishnaiah to take steps to fill the teacher posts reserved for physically handicapped by January 30. The Secretary explained lapses regarding recruitments and implementation of quota for physically handicapped.
