Master Plan to be finalised soon: DDA Vice-Chairman

Objections are being considered by a Board of Enquiry

    NEW DELHI: The Vice-Chairman of the Delhi Development Authority, Dinesh Rai, said on Thursday that objections to the Master Plan for Delhi-2021 are being heard and it would be finalised very soon, upon which it would be put up before the Authority for its approval and then to the Union Government for final approval.

    Mr. Rai said the draft of the Master Plan, which was being prepared keeping in mind a population of 2.3 crores in Delhi in 2021, was notified through a gazette notification following which about 7,000 objections or suggestions to it were received. These suggestions are now being considered by a Board of Enquiry headed by him and already seven sittings have taken place and most of them have been attended to.

    Noting that the Master Plan would be finalised soon, he said a number of new policy developments had been initiated through it.

    These include a policy for development of urban extension through innovative method of land assembly and development and redevelopment of the area around the Delhi Metro corridors.

    The plan also looks at strategy for redevelopment of inter-city and special areas; redevelopment of urban villages, mixed land use policy; policy for conservation and preservation of heritage and regularisation and redevelopment of unauthorised colonies.

    Mr. Rai said the MPD also lays down new parameters for provision of social and sports infrastructure, policy for conservation of environment and greens, development of multi-level parking, and planning framework for traffic and transportation.

    Meanwhile, he said some new initiatives had already been taken for bringing about procedural improvements in the functioning of DDA.

    The vacant lands of DDA are being video-graphed to keep track of their status and land officials have been asked to keep complete land inventories falling in their areas.

    To increase transparency, he said, the mode of allotment of land to institutions like hospitals, community hall, professional colleges and clubs have been put in auction mode along with petrol pump sites. Stating that public-private partnership in redevelopment and maintenance of commercial projects has been initiated, he said DDA had also liberalised development control norms for hotels by enhancing the permissible floor area ratio.

    And in view of the forthcoming Commonwealth Games, he said, the disposal of hotel plots has also been accelerated in a phased manner.

    Paper traders

    The other major steps involve shifting of paper traders from Walled City to the International Freight Container area at Gazipur, shifting of chemical traders to Holambi Kalan and of plastic traders from Jwalapuri to Tikri Kalan.

    Finally, Mr Rai said an online monitoring system had been introduced in the Land Disposal Department for allotment and disposal of land.
