KOCHI: The Kalamassery municipality is among the three institutions in Ernakulam district selected for a Total Quality Management (TQM) programme under the Modernisation of Government Programme (MGP). The Edappally Village Office and an anganwadi at Thottakkattukara, near Aluva, are the others selected. The TQM programme, based on Japanese concepts propounded by Kaoru Ishikawa, a management expert, will be implemented along with the implementation of the MGP. The Quality Circle Forum of India, a non-profit organisation promoting the quality concept in India, will assist in implementing the concepts, according to V.M. Aripha, municipal chairperson. A preliminary training session for councillors and the municipal staff was held two weeks ago. The TQM programme aims at improving the quality of service offered to the public. "Changing the outlook is the most important factor," says Sreedevi, municipal superintendent. The municipality has been allotted Rs. 15 lakhs for implementing the MGP. The money will mainly be used for buying equipment and constructing facilities, such as more enquiry counters. Six computers will be bought. Twenty-five staff members will receive computer training at Lal Bahadur Shasthri Centre at Kalamassery from January 4. Keltron is supplying the computers. However, it is learnt that the municipality will not get any extra funds for the TQM programme.
