Government staff demand restoration of privileges

  • Declare bonus at the earliest
  • Restore encashment of 15 days earned leave
  • Calculate pension on the basis of last pay drawn
  • Remove ban on recruitments

    Coimbatore: The Tamil Nadu Government Employees Union (TNGEU) has asked the Chief Minister to immediately restore all the rights and privileges that were denied to them since 2001.The TNGEU State president, K. Balasubramanian, said that a number of them were stopped citing financial constraints. The State Government had restored some of the benefits recently. Normally bonus used to be declared for State Government employees during Pongal festival. It has to be made at the earliest, he said.

    Mr. Balasubramanian said that the privilege of surrendering 15 days earned leave for encashment was stopped and now it had been partially restored for seven days. It should be fully restored, he said.

    Pension should be calculated on the basis of the last pay-drawn instead of the recently introduced system of taking the average of last ten months' salary. Normally, pension and terminal benefits for employees who had completed 30 years of service used to be calculated on the basis of taking the service as 33 years and the same should be restored.

    The ban on recruitments imposed because of financial constraints was being lifted on a piece meal basis depending on the manpower needs of departments. Workload in all the departments especially transport, registration and agriculture had gone up. The ban on recruitment should be removed. Workers on consolidated pay scale should be regularised and given time-scale pay, he demanded. Restrictions on appointments on compassionate grounds should be eased. As was done for the Union Government employees, 50 per cent of the dearness allowance should be merged with the basic pay and 4 per cent DA should be disbursed along with arrears.

    The other demands of the TNGEA were time-scale pay for noon meal anganwadi workers, relaxation of rules for transfer and postings in transport, survey and sericulture departments and reinstatement of 10,000 road-mazdoor workers.

    The TNGEA will decide its next course of action after Pongal, Mr. Balasubramanian said.
