dated January 6, 1956: Call to scientists

Prof. P.C. Mahalanobis, author of the Plan-frame, told scientists at the Indian Science Congress in Agra on January 3: "Every one of you must take a hand in planning. We cannot leave it to administrators. It is much too important." Delivering a lecture on planning in India at the Science Congress, he said science did not remain in isolation. The basic factors facing the planners in India were: The very low level of living - the average per capita income a month being Rs.20 to Rs.22, one third of the people having less than Rs.15 per month, a growing population and vast unemployment - not in the Western sense of persons once employed losing jobs, but millions who never had jobs at all, and above all, vast and unlimited natural resources. Financing should be directed to solve this problem of unemployment and the vast poverty and provide people with educational and cultural amenities. This required what he broadly described as "physical planning." In spite of the ridicule poured upon it, "I still maintain that what we require is a type of physical planning and physical thinking in terms of men, material and resources."
