CHENNAI: Several "taxpayer-friendly" suggestions made by the Income Tax Employees Federation (ITEF) to the Union Finance Ministry, remain on paper, federation secretary general K.K.N. Kutty said on Sunday. Segregation of receipt of tax returns and deputing income tax officers to those organisations with a large number of taxpayers (where the tax is deducted at source) for processing the returns are among the ideas mooted. "Separate counters can be set up for receiving returns from the taxpayers who are not to get refund. Our officers can be sent to organisations such as the Railway Ministry, which has nearly one lakh taxpayers, only for scrutinising the returns. Our department can issue a cheque to the Ministry, which can pass on the refund to its employees," he said. The department had 9,000 vacancies. On the one hand, the number of taxpayers was on the rise, while on the other, vacancies were not filled. There was also an anomaly in work distribution: Delhi had three commissioners of income tax, dealing with 15 lakh taxpayers, coming under the salary ward, whereas there was only one commissioner in some cities for 10,000 corporate taxpayers. As for providing facilities, the Income Tax was still following the terminal bank system instead of each official having a computer. on his or her table. These issues, along with the proposed pension fund administration, wage revision and a virtual ban on recruitment on compassionate grounds, would come up for discussion at a five-day conference of the federation, beginning on Monday.
